MoE and TSC to Hold High-Level Talks in Mombasa on Senior School Rollout and Student Data Audit.
The Ministry of Education (MoE) will hold a three-day meeting with all Regional Directors under the Ministry and their counterparts from the Teachers Service Commission (TSC) from 22nd to 24th September 2025 in Mombasa.
According to the Ministry, the meeting will focus on school preparedness for Senior Schools rollout in January 2026.
The Ministry also confirmed that the meeting will discuss the issue of ghost students in secondary schools which has led to wastage of public funds through inflated capitation allocations. The Basic Education Principal Secretary, Professor Julius Bitok, had recently said 50,000 students could not be accounted for in school data submitted to the Ministry, a matter that has raised public concern.

The Ministry said the meeting will have a delegation from Jogoo House and TSC headquarters. The Education Cabinet Secretary, Julius Migos Ogamba, will chair the meeting with Professor Bitok and various directors under the Ministry. TSC will be represented by the Acting CEO, Evaleen Mitei, and directors from the Commission.
Apart from Senior Schools rollout and verification of student enrollment data, the Ministry confirmed that the agenda will also include discussion on school capitation policy, staffing gaps in Junior and Senior Schools and strengthening of Quality Assurance and Standards in schools.
