Ministry to Implement PWPER Report on School Funding Increase
The Education Cabinet Secretary (CS), Ezekiel Machogu, has indicated that plans are in the works to implement the Presidential Working Party on Education Reforms’ proposal to provide additional cash to schools.
The presidential delegation advised that schools get flat-rate money in addition to the capitation provided per student. The flat rate payment is intended to provide monies to schools for day-to-day operations.
“The Working Party also made recommendations for the review of the capitation amounts, and for the introduction of the Minimum Essential Package for schools with less than optimum enrollment. We are working to progressively implement these recommendations,” the CS said.
In response to concerns about the provision of school capitation, Machogu said that the government has reverted to a 50:30:20 capitation payment mechanism for terms 1, 2, and 3.

This comes as the Kenya National Union of Teachers (Knut) urges the government to increase school capitation money.
The union proposes that the capitation for Free Primary Education be increased from Sh1,420 to Sh4,000.
The presidential working party proposed revising the figure to Sh2,237, which the union claims is still too low.
Knut recommends increasing capitation for Junior Secondary School to Sh22,000, up from Sh15,547 set by the Presidential Working Party on Education Reforms.
The union also wants the money for senior high school increased from the current allocation of Sh22,244 to Sh35,000.
The union wants the government to set approximately Sh5,000 for pre-primary schools, which will be part of primary schools under the Competency Based Curriculum (CBC), just like JSS.

The Presidential Working Party on Education Reforms through county administrations had recommended Sh1,170, but this has been surpassed by the recent increase.
The Prof. Raphael Munavu-led panel recommended increasing pre-primary capitation by Sh1,170 and doubling primary capitation to Sh2,238 per learner.
Furthermore, the task committee suggested increasing capitation for Junior Schools by Sh15,043 and Senior [Day] Schools by Sh22,527 per learner.
Munavu’s team additionally suggested a school Minimum Essential Package.
“Adopt a Minimum Essential Package (MEP) to schools of Sh70,200 for Pre- Primary, Sh537,120 for Primary education, Sh2,030,805 for Junior School, Sh3,041,145 for Senior School,” according to the proposal.
