Ministry of Education Reforms School Sports Leadership to Include Junior School Teachers.
The Ministry of Education has initiated a nationwide restructuring of school sports leadership to incorporate junior school teachers into the Kenya Primary Schools Sports Association (KPSSA).
The initiative follows a consultative workshop held in March 2025 at Machakos Teachers Training College, where the Ministry’s technical team and KPSSA officials reviewed the 2017 association constitution.
Key among the amendments was the establishment of the role of organizing secretaries at all leadership levels, a position now exclusively reserved for junior school teachers. To reflect this structural shift, the association has also been renamed the Kenya Primary & Junior Schools Sports Association (KPJSSA).
The proposed changes were subsequently ratified in April 2025 by the KPSSA Council during a meeting in Mombasa. Following the approval, the Ministry has issued a circular outlining guidelines and timelines for the election of junior school representatives to join the KPSSA executive committees at various administrative levels.
Election Schedule for Junior School Sports Representatives
The circular provides a detailed election schedule for junior school organizing secretaries as follows:
- Base/Cluster Level: Elections will be conducted on 17th May 2025. The electorate will consist of one head teacher, one games teacher from the primary section, and one games teacher from the junior school in each cluster or base.
- Zonal Level: On 24th May 2025, elections will be held by cluster chairpersons, secretaries, treasurers, and organizing secretaries.
- Sub-County Level: Elections at this level are scheduled for 6th June 2025, involving all zonal leaders—chairpersons, secretaries, treasurers, and organizing secretaries.
- County Level: Sub-county officials will vote on 13th June 2025 to elect their county-level counterparts.
- Regional Level: County leaders will conduct elections for the regional leadership on 20th June 2025.
- National Level: The final elections will take place on 26th June 2025, involving officials from all regions to form the national leadership team.

Election Coordination and Transition
The names of elected organizing secretaries must be submitted to the next level at least three days prior to that level’s scheduled elections. Additionally, all newly elected organizing secretaries will automatically be integrated into their respective executive committees upon election.
The directive was issued by Dr. Elyas Abdi, OGW, the Director General of the Ministry of Education. Copies have been shared with the chairpersons of both the Kenya Primary Schools Heads Association and the KPSSA to ensure seamless implementation of the reforms.
