Ministry of Education Employee Siphons Sh.11 Million Through Ghost School
The Ethics and Anti-Corruption Commission (EACC) has won a High Court case against Joshua Momanyi Ocharo seeking the recovery of over Ksh 11 million.
According to the EACC, while serving at the Ministry of Education, Ocharo created a ‘ghost’ school called ‘Mundeku Secondary School,’ ostensibly located in Khwisero Sub-County, Kakamega County, and consistently allocated funds intended for the Free Day Secondary Education Programme to it.

Momanyi, whose responsibilities in the Ministry included the preparation of Funds Distribution Schedules, added the name of the nonexistent school to the records of payments and inserted his own bank account number against the ghost school, which he had represented as a legitimate recipient.
In his ruling, Justice Prof Nixon Sifuna determined that Momanyi devised and carried out a fraudulent scheme to obtain funds at the expense of the children of Kenya, who are the rightful recipients of funds.

EACC reports that the larceny occurred on various dates between 22 August 2017 and 18 June 2018.
Additionally, it came to light that Momanyi used a portion of the funds to acquire a Toyota Vanguard and two notable parcels of land, which the High Court has subsequently ruled as illicit gains to be confiscated by the government.
The file containing the prosecution recommendation has been fowarded to the ODPP.
