KUPPET Gives TSC Seven Days Ultimatum to Act on CBA Review

The Kenya Union of Post-Primary Education Teachers (KUPPET) has given the Teachers’ Service Commission (TSC) a seven-day deadline to begin immediate negotiations on the 2025-2029 Collective Bargaining Agreement (CBA).

The union expressed concern over the Commission’s silence, noting that the current agreement is set to expire in June, yet no formal discussions have commenced.

KUPPET leaders, speaking in Mtwapa, Kilifi County, voiced frustration over TSC’s inaction. National Chairman Mboko Milemba and Acting Secretary-General Moses Nthurima emphasized that the Commission has shown little interest in initiating the crucial talks, despite having received the union’s memorandum of demands the previous year.

The leadership accused the government of intentionally delaying the negotiation process, warning that continued inaction could harm the education sector.

They stated that if TSC fails to meet the deadline, a union-wide meeting would be convened to determine their next steps. Milemba said the TSC had been expected to initiate dialogue within the month, but time was slipping away without progress.

Adding to the grievances, KUPPET criticised the TSC for not carrying out a promised job evaluation. This assessment, they explained, was intended to guide fair promotions and salary adjustments for teachers.

Nthurima noted that although committee members were prepared to begin the process, no progress had been made. He expressed concern that educators were left to endure poor working conditions without proper remuneration.

Union leaders stressed that reviewing the CBA is vital to improving teacher welfare, including better pay, fair career growth, and enhanced working environments. The current delay, they said, is fueling frustration among teachers nationwide. They warned that failure to act swiftly could trigger serious consequences.

During the address, one of the KUPPET officials warned that teachers could no longer be expected to remain silent under unfair treatment, emphasizing that they were united in demanding what was due.

Another added that mobilizing members across the country was no longer a threat but a plan that could soon become reality if the Commission continued to ignore their plight.

KUPPET’s warning has placed pressure on the government, as the union threatens industrial action should TSC not respond within the stipulated period.

Teachers across the country have echoed the union’s sentiments, citing the harmful effects of delayed promotions and stagnant salaries on their quality of life. The possibility of a nationwide strike now looms, a development that would significantly disrupt learning in schools across Kenya.
