Fresh KUPPET Demands For Teachers Promotions

A report by the Kenya Union of Post-Primary Education Teachers (KUPPET) has highlighted a huge number of teachers who have not been promoted for years, according to an article in Standard Media.

The KUPPET report says that each doubled-streamed institution under the Guidelines on Appointment and Deployment of Institutional Administrators 2017/2020 must have a minimum of five administrators.

These must include a principal, a deputy principal and three senior masters heading departments. In total, the report calculates that Kenya’s 11,000 secondary schools and teacher training colleges must have a minimum of 57,257 administrators in these three positions.

KUPPET has now asked Members of Parliament to direct relevant government agencies to take coordinated action to address the issues highlighted in the report, including the situation of stagnant teacher promotions.

Milemba said that another problem was the high number of school administrators in acting positions, which denied them perks and benefits attached to the offices they hold.

KUPPET has proposed that the commission should appoint teachers in acting capacities for a period not longer than six months and pay them acting allowance.

KUPPET’s report paints a picture of teachers who are not only experiencing career stagnation but also being paid at the same rate as others with lower job groups.

This situation is undoubtedly demoralising for the country’s teachers and could impact the quality of education provided in the classroom.

While KUPPET has proposed a solution, it is up to the relevant government agencies to work together to address the issues highlighted in the report. However, resolving these issues will not only benefit the country’s teachers but also the students who rely on them for their education.

It’s important to recognize that addressing the issue of low morale and productivity among teachers requires a systemic approach. Education policy makers, school administrators, and community members all have a role to play in supporting and empowering teachers to provide the best possible education for students.
