KNEC Warns of Penalties for Late Submission of 2025 CBC Projects.
The Kenya National Examination Council (KNEC) has announced that schools delaying the upload of Competency-Based Curriculum (CBC) projects completed by students in 2025 risk facing hefty fines.
In a public notice issued on Monday, May 12, KNEC stated that a penalty of Ksh500 would be imposed on each project uploaded after the deadline.
This directive specifically applies to projects done by learners in Grades 3, 7, and 8. The projects and performance tasks, which are accessible via the CBA portal (https://cba.knec.ac.ke), must be administered by schools, and their scores uploaded by July 31, 2025.
For the Kenya Junior Secondary Education Assessment (KJSEA), which incorporates both practical and theoretical components, submissions must be completed by August 30, 2025.
KNEC has placed the responsibility of monitoring the completion and submission of project scores on school heads. These administrators are expected to oversee the administration of KJSEA projects by first accessing them through the CBA portal, after which teachers will assess students as they perform their tasks.
Additionally, each student, together with the school, must compile and preserve a portfolio of project evidence for evaluation and oversight purposes.
Despite the clarity of the process on paper, KNEC’s warning highlights the practical difficulties that schools may encounter. Institutions in remote regions face a greater risk of incurring fines due to unreliable internet access and inadequate digital infrastructure.
Another significant hurdle is the ongoing shortage of staff, which can overwhelm existing personnel and contribute to delayed submissions.

The Teachers Service Commission (TSC) has acknowledged the gravity of the staffing issue. Dr. Nancy Macharia, the TSC CEO, recently stated that the commission needs 25,839 additional teachers to adequately support senior schools implementing the CBC system.
This shortfall further complicates efforts to meet KNEC’s deadlines and fulfill assessment obligations.
