In a blow to Kenya’s education system, the Kenya National Examinations Council (Knec) is facing severe budgetary constraints, hampering its ability to meet essential obligations.

Despite a consistent rise in the number of candidates each year, the allocation for examination waivers has remained unchanged, exacerbating the situation.

This has placed a strain on Knec’s ability to effectively execute its mandate, including the payment of facilitators (inspectors, security personnel, examiners, and scorers) and logistics, according to the budget committee report.

Unpaid Examiners to Wait Longer

Teachers involved in the administration of the 2022 Kenya Certificate of Secondary Education (KCSE) and Kenya Certificate of Primary Education (KCPE) exams have yet to receive their due wages.

The Ministry of Education has cited budgetary constraints as the reason behind the nonpayment of wages to examiners and invigilators.

Education Principal Secretary Belio Kipsang KNEC said that KNEC has until August to clear the pending payments.

However, he also indicated that the required funds amounting to a staggering Sh1 billion would only be allocated in the 2023/24 fiscal year.

This unexpected delay has dashed the hopes of the more than 40,000 examiners who marked the 2022 examinations, as they had anticipated receiving their rightful compensation before the current financial year ends on June 30.

According to a budget committee report, Knec is struggling to effectively execute its mandate due to the financial strain caused by inadequate funds.

This strain includes difficulties in compensating facilitators such as inspectors, security personnel, examiners, and scorers, as well as addressing logistical requirements.

With the payment of examiners and invigilators now extended until August, the education sector anxiously awaits further developments and resolutions to alleviate the financial burden faced by these dedicated professionals.
