Kisii Teacher Charged with Forging Papers to Obtain TSC Job

A teacher suspected of fraudulently obtaining a job with the Teachers Service Commission has been arrested by the Ethics and Anti-Corruption Commission.

Isaiah Okombo Otieno, also known as Daudi Ochoi Magero and Duncan Ochoi Magero, was apprehended in Nyakeyo Market, Etago Area of South Mugirango Sub-County in Kisii County.

The suspect allegedly used academic certificates, including KCPE, KCSE, and Primary Teacher Training documents, that belonged to someone else in order to secure employment as a PI (Primary School) teacher.

He assumed the names of the complainant indicated in the certificates and presented himself as the person named in the documents, without authorization and with fraudulent intent, according to the EACC.

The suspect appeared before the Kisii Anti-Corruption Court and was charged with seven counts of criminal offenses. These charges include personation of a person named in a certificate, uttering a false document to the Teachers Service Commission, providing false information to a person employed in the public service, and fraudulent acquisition of public property.

The suspect is accused of fraudulently acquiring over KES 3 million in salaries and other emoluments as a P1 (Primary School) teacher from February 2007 to May 2019, while allegedly not being qualified for the position.

The suspect pleaded not guilty to the charges and was released on a bond of KES 700,000 or cash bail of KES 200,000. The case is scheduled to be mentioned on April 24, 2023. The suspect has been dismissed from employment by the Teachers Service Commission following disciplinary proceedings initiated by the EACC.

“When EACC commenced investigations, TSC undertook disciplinary proceedings leading to the dismissal of the suspect from employment,” the integrity commission said. 

The EACC has vowed to continue filing lawsuits to recover salaries and benefits paid to individuals based on fake academic qualifications in order to address the challenge of corruption.
