Kenya National Library Transfers Services to Migori County Govt

The Kenyan National Library Services (KNLS) and the Intergovernmental Relations Technical Committee (IGRTC) have effectively transferred all Kenya National Library Services-Awendo operations to the government of Migori.

This is consistent with the IGRTC’s responsibility to transmit functions from the national government to the county governments.

During the transfer ceremony held on the grounds of the National Library Awendo, Migori County Secretary Oscar Olima stated that IGRTC has completed its remaining responsibilities in preparation for the transfer of the library function to the Migori county government.

Olima stated that the transfer procedure for the official transfer of the library function, which is now entirely devolved, has been ongoing.

Olima announced that they were signing the final agreements to transfer the devolved library functions entirely from the national government to the county government.

The County Secretary explained that the transfer of library operations to the county government will not prevent the two governments from cooperating in the future.

He stated that the library transfer is part of an ongoing cooperative collaboration and is a routine administrative process. He further emphasized that the two governments will maintain their partnership to enhance service delivery to their constituents.

Olima also explained that the national government has transmitted nine million shillings to the county government for library service in this fiscal year in order to pay for staff and other library services.

Ms. Julie Musando, an official from the KNLS, asserted that the national government is actively working to settle all outstanding debts owed by the National library to other service providers before transferring them to the County Government.

According to Ms. Rahab Robi, a member of the Migori County Executive Committee (CECM) for Education, only one library serves the 12 Sub Counties of Migori.

She stated, however, that the county government will expand the library during the 2024/2025 fiscal year in order to raise the county’s educational standards.

The official also stated that they hoped to have a library in every sub-county by the end of their tenure in order to promote a culture of reading among students and residents.
