Capitation for the Junior Secondary School (JSS) will be overseen by a subcommittee operating under the direction of the Board of Management for the primary school.

Sabina Aroni, the director of education for Nyeri County, has stated that after registration, the respective primary schools hosting the JSS will be required to establish a subcommittee through which the resources will be administered.

Junior Secondary Schools were recognized as a unique level of education, which necessitated a shift in the management of JSS funding, she explained.

The operational instructions for the Junior Secondary School have already been formulated and disseminated.

“ The primary school’s Board of Management will now be required to form a JSS sub-committee which will deal with the management of the junior secondary school. But with time, the ministry will give guidelines on what will happen in future,” said Ms Aroni.

Ms. Aroni spoke during an interview with KNA as the county entered its third day of the Rapid Result Initiative (RRI), which aims to evaluate the capacity of primary and private secondary schools to host junior secondary. The exercise targets 32,000,000 private and public primary schools across the nation, where 1,287,579 sixth-grade students will be enrolled in JSS.

Ms. Aroni stated that 109 of the 500 private and public primary schools in the county had been evaluated as of Tuesday, and that the exercise will be completed by Wednesday of the following week to allow for the registration of the qualifying schools.

In addition to the assessment of private and public primary schools to handle their status and report their suitability to host JSS, the teachers who will be responsible for the junior secondary students are undergoing retraining.

“As a legal obligation, schools that meet 75 per cent of the set requirements by the ministry will also be re-registered under the new 2-6-3-3 system of education. When we give certificates to schools we state the system of education and at the moment most of them are registered under the 8-4-4 system,” she added.

The country’s first-ever group of Grade 7 students who took the Kenya Primary School Education Assessment (KPSEA) last year are expected to enroll in JSS on January 30. In December 2022, 15,781 sixth-grade students in Nyeri took the KPSEA. 13,100 of these students are from public primary schools.

Ms. Aroni stated that all 47 county directors of education and education officials were striving to ensure a smooth transition of all students from Primary Schools to Junior Secondary Schools by the end of this month.
