JSS Teachers in Embu Issue Strike Threat Over Alleged Intimidation by Primary School Heads.
Junior Secondary School (JSS) teachers in Embu County under KUPPET have issued a strike notice over harassment and intimidation by primary school heads.
According to KUPPET, the integration of JSS into primary schools has created a lot of tension, with reports indicating that administrators have treated JSS teachers as rivals and the working environment is not conducive. The union says cases of disrespect and mistreatment have been recorded in institutions where the teachers are posted.
Embu KUPPET Secretary General, Jacob Karura, confirmed that a petition has been submitted to the National Assembly to have JSS established as independent institutions. Karura said the teachers are demanding full autonomy to protect their professional dignity and to implement the Competency Based Education (CBE) system effectively.
Karura said unless the Government and Parliament address the issue, the teachers will go on strike or seek legal redress. He said the current arrangement compromises the CBE and undermines the working conditions of JSS staff.

The union leadership also said the consolidation of pre-primary, primary and junior secondary levels under one management structure is a threat to education quality. KUPPET wants independent Boards of Management (BOMs), separate administrative structures and distinct governance systems for JSS institutions.
The union reiterated that autonomy will enhance accountability, CBE delivery and learning outcomes in junior secondary schools.
