How to Apply for New Elimu HELB Scholarship, 2024
President William Ruto has introduced the New Funding Model (NFM) designed to provide financial support to students facing challenges in paying their school fees.
The focus of this funding initiative is on students who have secured placement in universities and technical and vocational education and training institutions (TVETs) through the Kenya Universities and Colleges Central Placement Service (KUCCPS).
The NFM is tailored to prioritize the needs of students, allocating loans and bursaries based on their individual levels of financial need.

Under this model, students from vulnerable and extremely needy households are eligible for complete funding, while those categorized as needy and less needy receive 93% government funding, with an additional 7% allocated for tuition fees.
Unlike the previous system, where awards were uniform, the new approach requires students to apply for scholarships each semester, extending this opportunity even to households with higher economic standing.
To enroll in the program, individuals can follow a straightforward process:
- Visit www.hef.co.ke/portal
- Navigate to the student portal
- Verify the possession of a National Identity Card (ID) and provide the details
- In the absence of an ID, use the Kenya Certificate of Secondary Education (KCSE) index number
- Enter a valid email address to receive a verification email
- Activate the provided link through the email and log in again
- Verify the new account using a phone number; if the link expires, request a new code by clicking resend
- After successful verification, access your portal to add bio details, education qualifications, and address
- Monitor and track the various stages of your scholarship application.
