How Govt Moderated 2023 KCSE Results To Save Ksh.67B in TVETs – Prof. Ogolla
A lobby group has raised concerns, alleging that the moderation of the 2023 Kenya Certificate of Secondary Education (KCSE) examination results was aimed at saving over Ksh.67 billion in government capitation for university students’ sponsorship.
Linda Jamii, led by Prof. Fred Ogolla, is urging Education Cabinet Secretary Ezekiel Machogu to withdraw the results, citing integrity concerns.

The group is also calling for a government investigation into why more than 48,000 students received a grade E.
Prof. Ogolla addressed the media on Tuesday, asserting that the results were manipulated to increase the number of students who fail to meet the C+ university cut-off mark, redirecting them to Technical and Vocational Education and Training (TVET) institutions.
Out of the Ksh.128 billion allocated for higher education funding, a 52.4% failure rate translates to saving Ksh.67.8 billion, Prof. Ogolla stated during the press conference.
“By making students fail, 52.4 per cent failure means that they are going to save Ksh.67.8 billion,” Prof. Ogolla said.

The lobby group contends that the government, under President William Ruto’s Kenya Kwanza initiative, promised free university education for everyone, creating pressure to limit the number admitted to universities.
“Has the government explained the delayed release of these results, initially scheduled for last year? The delay was due to the excellent performance, prompting moderation at State House,” Prof. Ogolla added.
He expressed concern that a majority of candidates failing to attain grade C+ and above signals a failure of the government and the education system.
According to the results disclosed by CS Machogu on Monday, out of 899,453 candidates, 201,133 students achieved above C+, while 92,612 attained a C, 107,471 scored C-, 125,006 received D+, 155,276 got D, and 165,861 scored D-. Notably, 48,174 candidates scored grade E, prompting CS Machogu to call for an investigation.
