Grade Nine to Remain in Junior School as KICD Plans to Review Curriculum Designs After Five Years

The Kenya Institute of Curriculum Development (KICD) has clarified that Grade Nine remains in Junior School, contrary to reports suggesting its relocation to Senior School.

KICD Chief Executive Prof Charles Ong’ondo dismissed rumors of such a move, emphasizing that the Ministry of Education has not made any plans or pronouncements to shift Grade 8 learners to high school next year.

In a statement, Prof Ong’ondo urged parents, teachers, and learners not to panic, stating that the rumors lack substance.

He emphasized that altering the system or structure would interfere with the philosophical foundation based on research that guides the current education system, aligned with global education trends.

Explaining the Cognitive Developmental Theory behind the Competency-Based Curriculum (CBC) structure, Prof Ong’ondo highlighted a 2-6-3-3 arrangement: two years in pre-primary, six in primary, three in Junior School, and three in Senior School. He emphasized the need for these years to align with the developmental milestones of children.

The CBC system focuses on four stages of cognitive development: sensory-motor (0-2 years), language development and conceptual thought (2-7 years), concrete operations (7-11 years), and formal operations (11 years and above).

Under the current CBC system, a child joins pre-primary at age four, focusing on physical, mental, and social development. At age six, Grade One introduces formal learning without academic pressure. By age 11, learners are in Grade Six, undergoing transformations from childhood to adolescence.

Junior School, designed for ages 12 to 14, exposes learners to a broad-based curriculum, allowing exploration before making decisions about their preferences. Senior School, covering ages 15 to 17, focuses on learners’ chosen paths, marking the end of Basic Education as per the Education Act, 2013.

Prof Ong’ondo emphasized the importance of transformative education in addressing societal challenges, and he affirmed that CBC provides flexibility for identifying and nurturing talents and interests early on.

KICD has reviewed designs aligned with rationalized learning areas, and teachers are expected to use these revised designs to implement the curriculum.

The CEO also announced the Ministry of Education’s authorization for KICD to call for Grades One, Two, and Three books, coinciding with the technical lifespan of the curriculum and adhering to the UNESCO rule of curriculum review after five years.
