Govt to Release JSS Capitation This Week, Warns Teachers Against Charging Extra Fees

The government will be releasing capitation for Junior Secondary schools before the end of the week, which will help with a smooth transition.

Kenya Institute of Curriculum Development (KICD) Chief Executive Officer (CEO), Prof. Charles Ong’ondo has warned teachers against charging extra fees and advised them to negotiate with parents on how to procure uniforms and other requirements.

He stated that Sh. 4,000 of the Sh. 15,000 allocated per student will go towards improving school infrastructure, cautioning school heads against passing on the burden to parents.

The government will review the facilities and potentially increase the allocation if necessary.

While there has not been any further communication from the government regarding resources like laboratories, schools have been instructed to decide on other resources such as uniforms.

The government has also been urged by concerned parents to take action against secondary school principals who are violating the Ministry of Education’s guidelines on fees by imposing extra levies and hidden charges.

These charges have come in the form of requests for Sh6,000 for teacher motivation and an additional Sh5,000 for remedial lessons.

Parents have reported that their children are being sent home if they fail to pay these fees, and are required to pay the fees before their children can return to school.

Additionally, parents have claimed that schools are selling basic supplies, such as mattresses, cups, plates and spoons, at inflated prices.

The schools have been demanding not only these extra levies, but also clear school fees balances, putting a strain on parents’ budgets.

This situation has sparked outrage among parents, who have taken to social media to voice their complaints.

The Ministry of Education’s guidelines are in place to ensure that schools do not overburden parents with excessive fees and hidden charges, and it is imperative that these guidelines are upheld.
