Govt Implements Dual Training Model in 67 TVETs in Partnership with German’s GIZ

The government is currently implementing a dual training approach in 67 TVET institutions across the country in collaboration with the German development organization GIZ. Dual training, in which students receive at least 50% industrial training and 50% classroom instruction, is a fundamental aspect of the new TVET curriculum.

During the graduation ceremony at Kiambu National Polytechnic, Dr. Esther Thaara Muoria, Principal Secretary, State Department for Technical and Vocational Education and Training (SD-TVET), highlighted the successful pilot phase of the model, with a high percentage of trainees being absorbed into industries.

This achievement is attributed to the full implementation of the competency-based education and training (CBET) curriculum in the country as of September 2023.

Dr. Muoria emphasized that CBET promotes learner-centered training, allowing trainees to actively engage in their learning journey and take ownership of their education.

“This shift not only enhances motivation but also nurtures critical thinking, problem-solving, and self-reflection skills—the very skills that are in high demand in today’s rapidly evolving job market,” she said.

The PS announced that the State Department for TVET, in collaboration with the Kenya School of TVET and other development partners, has successfully completed the retooling of TVET trainers selected from the initial 11 national polytechnics for CBET delivery. Currently, the department is in the process of retooling trainers from the 13 institutions recently elevated to national polytechnic status.

Upon completion of the retooling process for all TVET institution trainers in CBET pedagogy delivery, the PS highlighted that these trainers will undergo further upskilling to effectively utilize the modern equipment provided in the institutions over the recent years.

Additionally, the government will direct efforts towards enhancing manpower development and deployment to sustain accessibility, ensuring that every Kenyan has the opportunity to access technical training.

Witnessing the graduation of 2,001 students from various genres, Dr. Muoria stated that the government has acknowledged the necessity of creating an internationally competitive workforce. Additionally, there is a critical need to produce graduates who are fully skilled and prepared to enter employment and entrepreneurship directly after graduating.

She added that the Kenya Kwanza Government has continuously underscored the importance of TVET and its contribution towards sustainable development, realization of Education for All (EFA) goals, promotion of lifelong learning, and addressing local and global knowledge and skills gaps.

The PS went on to say that the State Department for TVET, in collaboration with the Ministry of ICT and the Digital Economy, TVETA, and Konza Technopolis, has been distributing digital labs to TVET institutions, and that over 23,000 youths have received training on digital skills and online jobs in our various TVET institutions and are earning good money as a result of this initiative. In October, she noted that the highest earning record by a single individual through the Jitume Program was Sh76,600.

Dr. Muoria called upon the TVET trainees and youths in the neighboring communities where the Jitume Labs are located to participate in the training as a source of employment. She commended the Kiambu National Polytechnic administration for advocating and establishing an endowment fund, which is currently worth Sh7.5 million.

The fund will be able to supplement the government’s New Funding Model program and provide wings to the less fortunate members of society. She urged other TVET institutions to emulate The Kiambu National Polytechnic, emphasizing that as it celebrates 50 years since its inception, the institution has continued to experience tremendous growth in student enrollment, infrastructure, partnerships, and collaborations.

Dr. Muoria stated that the Technical and Vocational Education and Training (TVET) sector in Kenya has evolved over the last 40 years and has continued to produce the needed middle-level human resources for the national economy, and he encouraged the graduates to begin the next chapter of their lives by making good decisions that will determine their paths.

Established in 1973, Kiambu National Polytechnic, elevated from the former Kiambu Institute of Science and Technology (KIST), has actively enriched talent throughout its proud history.
