Government to Launch Formal, Informal Transition Policy for Learners

This week marks the start of the Recognition of Prior Learning Policy, which aims to bridge the gap between informal and formal education. The rollout comes after the Cabinet approved the policy in January, marking a milestone in the 2020 process.

Ezekiel Machogu, Education Cabinet Secretary, has stated that this will provide a credible system for recognising knowledge, skills, and competences gained through practical employment that do not require formal certificates.

According to Machogu, policy serves as a bridge between informality and formality, allowing for several entry points into and exits from the education system and job market.

“This opens up a bountiful frontier of new opportunities for the millions of hustlers who are the lifeblood of the Kenyan economy,” Machogu stated in a press release.

The implementation of the policy benefits both learners who have completed assessments and those who wish to undergo assessments.

This framework integrates Basic Education (BE), Technical Vocational Education and Training (TVET), University Education (UE), industrial training, and lifelong learning to improve coordination and harmonisation of qualifications across sectors. According to Machogu, Kenya, like other African countries, has a significant informal sector that the national development plan has not effectively integrated.

He stated that this marks a significant milestone in Kenya’s qualification management, allowing for innovation and the massification of education while maintaining quality and relevance.
