Government Blocks Diploma Holders From Ksh750M Projects
Lands Cabinet Secretary Zachary Njeru has published new amendments to the National Construction Authority Act of 2011 that outline the registration and engagement of construction technicians.
In the amendment regulations published on Tuesday, certain contractors will be excluded from multimillion-dollar projects due to their experience and educational credentials.
For instance, only contractors with a bachelor’s degree or higher will undertake initiatives costing Ksh750 million or more.
On the other hand, building contractors with diplomas will be permitted to undertake projects valued between Ksh100 million and Ksh500 million.

Certificate holders will work on projects worth Ksh50 million, while those with trade certification will work on projects worth Ksh20 million or less.
The primary aim of the National Construction Authority (Amendment) Regulations 2023 is to align with current industry trends, qualifications, and standards in light of the progress made in the construction sector.
In particular, the implementation of these regulations will shift the focus towards experience-based evidence for registration, departing from the prior document-based criteria.
This shift will allow the authority to assess the technical competencies of applicants more effectively.
Works in Civil Engineering
Engineers holding a bachelor’s degree will work on initiatives worth between Ksh1.2 billion and Ksh2.5 billion.

Their counterparts with a diploma will not undertake initiatives exceeding Ksh750 million.
Engineers with Trade Test qualifications can only work on projects worth less than Ksh20 million, whereas the Ksh50 million limit is placed on Certificate engineers.
Services in Electrical Engineering
The guidelines provide regulations for construction employees engaged in the installation of electrical work on a structure.
Bachelor’s degree holders will be permitted to undertake projects exceeding Ksh75 million. Diploma holders were restricted to projects ranging from Ksh10 to Ksh40 million.
Services in Mechanical Engineering
This category is for technicians who perform tasks such as plumbing, air conditioner installation, and list installation.

Notably, certification and trade test specialists are excluded from such initiatives.
Bachelor’s degree holders will undertake initiatives exceeding Ksh75 million. On the other hand, diploma holders will undertake undertakings valued between Ksh10 million and Ksh40 million.
On the construction of swimming pools, only degree holders will undertake undertakings exceeding thirty million Kenyan shillings. Diploma holders will undertake similar projects worth Ksh5 to Ksh15 million.
Kenyan citizens affected by the proposals are encouraged to provide their input within the next fourteen days.
