EACC Detains Garissa University Official for Certificate Forgery

An official from Garissa University has been arrested by the Ethics and Anti-Corruption Commission (EACC) on allegations of forging academic certificates for employment and promotion within the institution.

Abdihakim Dagane Hassan is accused of falsifying a bachelor’s degree certificate in Business Information Technology from Mount Kenya University to secure a position as a Clerical Officer in 2015. Subsequently, he enrolled for a Master’s degree in Business Administration at Kenyatta University and was promoted to the position of Computer Technologist in 2019.

EACC has stated that Hassan used the forged degree certificate again in April 2018 to secure a promotion from Clerical Officer to Computer Technologist, a position he held until his arrest on 17th April 2023. During questioning by EACC detectives, Hassan reportedly confessed and asked why he was being singled out, claiming that many of his colleagues at Garissa University also held fake academic certificates.

EACC is now investigating an alleged syndicate in which Hassan, using his position as a Computer Technologist, is accused of producing and selling fake certificates.

The commission has submitted a report to the Director of Public Prosecutions (DPP) Noordin Haji, who has agreed to charge Hassan with four counts of crime, including forgery, deceiving the principal, uttering false documents, and giving false information to a person employed in the public service, all of which are contrary to the Penal Code.

In response to the incident, EACC has stated that it will file civil proceedings in court to recover all salaries and benefits earned by Hassan on the basis of fake academic qualifications, as it is considered to be the fraudulent acquisition of public property.

Hassan has been released on police bail of Ksh.50,000 and is scheduled to appear before the Garissa Law Courts on 19th April 2023. The case highlights the issue of academic certificate forgery and its impact on employment and promotion in public institutions, as well as the need for thorough verification processes to ensure the authenticity of academic qualifications.

The investigation by EACC serves as a reminder of the importance of upholding ethics and integrity in the workplace and the consequences of fraudulent activities.
