Dr. Belio Kipsang Addresses Parents’ Role in Fighting Drug Abuse Among Teens
According to Basic Education Principal Secretary (PS) Dr. Belio Kipsang, the presence of parents in their children’s lives is the best remedy for children’s inclination to drug misuse and truancy.
He stated that 97 percent and 72 percent of primary and secondary schools, respectively, were day schools, and that the majority of basic education students were in the custody of their parents or guardians.
He emphasized the importance of parents becoming more involved in their children’s life so that they can get to know them better and encourage their growth and development.
Dr. Kipsang made the statements while presiding over public sector hearings for the fiscal year 20024/25 and the Medium-Term Budget for the Education Sector at the Kenya Institute of Monetary Studies.

Dr. Beatric Inyangala, Principal Secretary for University Education and Research, Dr. Esther Thaara Muoria, Principal Secretary for Technical, Vocational Education and Training, and Dr. Nancy Macharia, Chief Executive Officer of the Teachers Service Commission, were all present.
According to the Principal Secretary, the government devotes roughly one-third of its budget to education in order to address issues of access, equity, and quality of education at all levels of schooling.
Dr. Kipsang stated that learners with special needs have been served by Free Primary and Day Secondary Education.
He stated that the government supports integrated schools that admit and help students with special needs in regular schools. At the same time, it assists learners with special needs who live in Special schools and have significant disabilities.
“The Ministry of Education will revamp Educational Assessment Resource Centers (EARC) in all the 47 Counties, to provide assessment of children with disabilities, and recommend placement that assures full integration into the school system,” said Dr. Kipsang.

Dr. Kipsang further stated that the budget allocation included the school nutrition program for children in Arid and Semi-Arid Areas (ASAL).
He stated that the government has boosted funding for the food program from Shs.2 billion to Shs.4.9 million, claiming that this would assist more students in the regions.
He stated that the national school food program helps the government achieve its goal of providing inclusive quality education to all students, regardless of socioeconomic position or area.
Vice chancellors of public universities and senior Ministry of Education officials were also present.
