DCI Seeks Arrest of Friends College Kaimosi Principal and Board Chair Over Ksh15 Million Misappropriation
The Directorate of Criminal Investigation (DCI) has lodged a request to arrest the principal and board chair of Friends College Kaimosi in connection with the alleged misappropriation of Ksh15 million.
The DCI said that a court order from earlier that asked Principal Wycliffe John Odhiambo Okumu and Board Chair Prof. Mike Iravo to hand over papers they think were used to give out fake bids for the amount in question was not followed.
Moses Biwott, a detective, submitted an application to the DCI stating that the documents will aid their investigations.

Among the documents sought by the DCI are those pertaining to the repair of college vehicles, the construction of laboratories, and the supply of computers.
The DCI also expressed concern regarding the existence of ghost workers at the college, a trend that will cost taxpayers unnecessary funds and constitute misappropriation of public funds.
Appearing for the DCI, prosecutor Philip Karasha told Magistrate Mellany Ochieng that the two suspects had failed to comply with court orders issued on October 6, 2023.
In addition, the prosecution attorney requested arrest warrants for the two institution leaders.

The DCI allegedly received information from a whistleblower regarding the alleged misappropriation of public funds and subsequently launched an investigation.
Dan Simiyu from the Attorney General’s office, who appeared for the college principal and board chair, said the arrest call by the DCI was misconceived, terming it an embarrassment to the court and made in poor faith.
The court permitted the parties to submit written arguments against one another by December 7, 2023, when the case will be heard.
