According to a new report, ten state-owned corporations are the least effective agencies in the country.

The Report on Evaluation of the Performance of Ministries, State Corporations, and Tertiary Institutions for Fiscal Year 2021-22 confirms this.

The report was released on Tuesday under the leadership of President William Ruto.

With a composite score of 3.7473, the Commission for University Education performed the worst, followed by the Council of Legal Education, with a score of 3.7518.

CUE is charged with regulating and ensuring the quality of university education by establishing standards and guidelines and monitoring compliance to promote global competitiveness.

“Others are University of Nairobi Enterprises and Services Limited(3.7634) Kenya Medical Practitioners and Dentists Council(3.8202) and Sports, Arts and Social Development Fund(3.8421),” the report reads.

In addition, five other state corporations with the lowest performance included sugar companies.

These are National Council for Children’s Services (3.8604), Chemelil Sugar (3.8987), South Nyanza Sugar (3.9257), Nzoia Sugar (3.9497), and Bandari Maritime Academy (3.9845).

The report states, “South Nyanza Sugar attributed its dismal performance to low operating volume caused by inefficient sugar cane milling plant.”

According to the report, this was due to the National Treasury’s refusal to approve capital expenditures due to the impending leasing of state-owned public sugar companies.

Uon Enterprises claimed that their revenue allocation was impacted by the MDA’s experience and budget cuts.

According to the report, Nzoia Sugar was affected by the frequent breakdown of the factory and inefficiencies caused by the delayed maintenance of its sugar cane milling plant.

Cabinet secretaries, governors, Principal Secretaries, chairpersons and chief executive offices of State corporations, and chairpersons and principals of tertiary institutions attended the event at KICC.

Also present were performance contract coordinators from government ministries, departments, agencies, development partners, and representatives from the private sector.

The government’s flagship performance management tool for managing the operation of the public sector is performance contracting.
