CS Machogu Issues 5 New Directives and Warning to Headteachers on JSS

On Friday, the Education Cabinet Secretary, Ezekiel Machogu, issued a cautionary advisory to head teachers concerning the well-being of students in Junior Secondary Schools and Form Ones.

In a communication dated January 12, Machogu revealed that he had received numerous reports indicating that certain JSS heads were imposing fees under the pretext of expanding infrastructure to accommodate students entering Grades 7 & 8 this year.

Additionally, some schools were requiring new school uniforms for Grade 7 learners, as per the Ministry’s findings.

Addressing the grievances, the CS explicitly instructed school heads to refrain from soliciting funds from parents for the construction of new classrooms for the current Grade 8 candidates, as the Ministry had already disbursed sufficient capitation funds for this purpose.

Machogu conveyed that the Ministry of Education had allocated Ksh7.6 billion to school accounts for the classroom-building initiative. He further disclosed the government’s plan to spend Ksh12.8 billion on constructing 15,015 classrooms for JSS within the next year.

To ensure compliance with admission instructions, the CS urged Ministry of Education field officers to exercise vigilance in the regions. He emphasized that all 1.2 million candidates from the 2023 Kenya Primary Schools Education Assessment (KPSEA) should be allowed to join Grade 7 in the Junior Secondary Schools associated with their respective primary schools (where they attended Grades 1 to 6).

Machogu directed school heads to arrange for Grade 7 learners to use the classrooms previously occupied by the Grade 8 learners in 2023. Additionally, these learners should wear the uniforms used in Grade 6 in 2023 while parents and guardians make efforts to acquire new outfits for Junior Secondary School.

Simultaneously, the CS instructed Grade 8 learners to utilize the classrooms vacated by the last cohort of Standard 8 candidates who took the Kenya Certificate of Primary Education Examination (KCPE) last year.

The reopening of Junior Secondary Schools is scheduled for January 15, coinciding with the reporting date for Form Ones.
