Babu Owino, a member of parliarment for Embakasi East, has urged the National Treasury to work swiftly to release the HELB loan to students.

Owino stated that 327,000 university students require financial aid for their education.

“HELB must move with speed and send money to the 327,000 comrades. The purpose of Education is to replace an empty mind with an open one,” Owino said.

“We will soon stop SINGING and start SWINGING should they continue denying comrades this inherent right,” Owino added. 

This comes after President William Ruto discussed intentions to eliminate the HELB loan and unite the three higher education funding bodies.

The lawmaker encouraged President Ruto to reconsider his plan to eliminate Helb.

Owino stated that university students rely on the funds to study and that they require the education to improve their future.

“Ruto, Helb wachana nayo Kabisa. (Leave Helb alone). Comrades are poor and only education will save them from the york of poverty,” he said.

“For we live in an hour of change and challenge, a decade of hope and fear, in an age of both knowledge and ignorance. The greater our knowledge increases the greater our ignorance unfolds,” Owino said. 

Ruto stated that the government will form the National Skill and Funding Council, which will be comprised of the Helb, TVET, and University Funding Board.

He noted that the action will close the present 45 percent funding imbalance in higher education.

This plan, according to Ruto, will increase HELB funding from the current Sh11 billion to Sh22 billion and even remove Helb loan interest.
