Acting School Administrators Gain Advantage as Promotion Interviews Begins on Monday
The Teachers Service Commission (TSC) has indicated that acting school heads will receive higher marks in the scramble to fill positions substantively.
The teacher’s employer reveals that acting school administrators will not only have an advantage in the ongoing teacher’s promotion exercise but will also be granted a special allowance.
During his speech to attendees of the 2023 Kenya Primary School Headteachers Association conference in Mombasa, Macharia claimed that teachers were not embracing the promotion.
Before reducing the requirements, Macharia stated that the TSC was unable to recruit sufficient candidates for promotional positions.

“This is more prevalent in Special Needs Education where we have a serious shortage. I wish to encourage those who have been invited for the interviews starting December 4 to ensure they attend,” Macharia said.
Omboko Milemba of the Kenya Union of Post-Primary Education Teachers (Kuppet) attributed stagnation to the 2017 career progression guidelines.
As teachers have chosen not to participate in the promotion process, Milemba criticized the Career Progression Guidelines as a significant obstacle.
According to Collins Oyuu of the Kenya National Union of Teachers (Knut), the TSC has advertised some positions—particularly deputy headteachers—more than twice, but each time there are not enough applicants.

“Today, we have thousands of experienced teachers who became senior teachers by 2017, but who up to now are not qualified to become deputy headteachers and must wait for three years to move to a job group that corresponds with the role of a deputy headteacher,” Oyuu disclosed to The Standard.
