Ministry of Education Releases Ksh3,094.92 Capitation Per Student for Free Day Secondary Education, Third Term 2025.
The Ministry of Education (MoE) has released funds for the Free Day Secondary Education (FDSE) programme for the third term of 2025 and the first quarter of the 2025/2026 Financial Year.
In a circular addressed to the Cabinet Secretary for Education, the Acting Chief Executive Officer of the Teachers Service Commission (TSC), Directors, the Directorate of School Audit Services, and all Regional Directors of Education, State Department for Basic Education, Principal Secretary Professor Julius Bitok confirmed that the government has disbursed Ksh 3,094.92 per student.
According to the Ministry, the disbursement was based on enrolment data extracted from the National Education Management Information System (NEMIS) on 22 April 2025.
Allocation Breakdown
The Ministry indicated that the amount has been divided into Tuition and Operations accounts as follows:
- Tuition Account – Ksh 868.80
- Ksh 828.80: Teaching and learning materials.
- Ksh 40.00: Strengthening of Mathematics and Science in Secondary Education (SMASSE).
- Operations Account – Ksh 2,226.12
- Ksh 600.00: Maintenance and Improvement (to be transferred to the infrastructure account within 15 days in line with the Auditor-General’s directive).
- Ksh 1,099.43: Operational costs, including personnel emoluments, internet connectivity, and administrative costs.
- Ksh 210.00: Co-curricular activities.
- Ksh 230.00: Medical and insurance.
- Ksh 86.69: Kenya Education Management Institute (KEMI).
Accountability Measures
The Ministry outlined strict requirements to ensure accountability for the funds. Schools are required to:
- Acknowledge receipt of funds within two weeks by issuing official school receipts and uploading copies to NEMIS.
- Have individual students sign form-lists showing their admission numbers and the corresponding amounts received.
- Clearly indicate the school’s Unique Institutional Code (UIC) on all correspondence with the Ministry.

Professor Bitok stated that “failure to acknowledge funds within the stipulated time will lead to the suspension of further grants.” He added that recovery measures will be instituted in cases where schools are found to have lower enrolment than the figures used in the disbursement.
County and Sub-County Directors of Education have been instructed to monitor the accuracy of enrolment data captured on NEMIS.
Separately, Professor Bitok directed schools to ensure that all parents register their children under the new Social Health Authority (SHA) universal medical scheme.
