According to a survey conducted by the Centre for Fiscal Affairs (CFA) and Twaweza, at least 75% of Kenyans are vehemently opposed to the Finance Bill 2023.

83.8% of respondents to the online survey conducted between 19 May and 6 June 2023 were dissatisfied with the lack of citizen participation in influencing the Finance Bill.

In the meantime, the amendments supported by Kenyans included exempting LPG gas from VAT (67 percent) and reducing the excise tax on bank money transfers from 20% to 15% (68%).

68% of respondents supported reducing the excise duty on data bundles from 20% to 15% of the excisable value.

Kenyans have proposed the following revenue generation alternatives: combating corruption, reducing government waste, broadening the tax base by simplifying tax laws, targeting dormant sources, and bolstering tax administration.

Additionally, Kenyans demanded transparency to foster trust between citizens and government institutions.

Members of the National Assembly have subsequently been urged to cast an informed vote on the bill, taking into account the opinions of the citizens.

Between May 19 and June 6, 2023, Twaweza East Africa and the Centre for Fiscal Affairs polled 25,966 individuals via the Internet.
