President William Ruto announced on May 3, 2023, a new university funding model that eliminates block financing in the form of capitation based on a differentiated unit cost.
Instead, a new funding model was introduced, consisting of three categories: vulnerable, less vulnerable, and able. Only students in the vulnerable category, numbering 45,000, will receive full capitation from the government.
This decision was made despite 173,345 students scoring a minimum university grade of C+ in the 2022 Kenya Certificate of Secondary Education (KCSE). The parents of 128,345 students must find partial funding for their children.

Bachelor of Arts in International Relations
The University of Nairobi (UoN) offers a Bachelor of Arts in International Relations for Ksh539,000 over four years, or Ksh67,375 per semester. Chuka University charges between Ksh34,000 and Ksh50,000 per semester, depending on the academic year.
Bachelor of Education in Early Childhood Education
Kibabii University offers a Bachelor of Education in Early Childhood Education for Ksh54,800 per year, with the first semester costing Ksh30,200. Kenyatta University charges Ksh70,000 per year for this program.
Bachelor of Education
Under the Bachelor of Education program, students can choose from arts, science, special needs, and primary education options.
At Embu University, students pay Ksh42,000 per year, with the first and second semesters costing Ksh23,000 and Ksh19,000, respectively. At Kirinyaga University, the cost is Ksh46,220 per year, with the first semester costing Ksh24,100.
Media Studies
Chuka University charges an average of Ksh50,000 per semester for a degree in media and journalism, which consists of eight semesters.
Students can study full-time, work-based day, evening, or weekend options. At Multimedia University, a Bachelor of Journalism costs Ksh66,900 per semester.
Bachelor of Commerce (BCom)
Kenyatta University charges Ksh75,000 per year for its BCom course. Pwani University charges Ksh50,000 per year, with the first semester costing Ksh24,700.
Meru University is one of the cheapest universities for a BCom course, charging Ksh24,300 and Ksh16,200 for the first and second semesters, respectively.
