As Professor George Magoha works to close all loopholes that have allowed exam leakage to plague his ministry in the last week, four students at a school in Busia County were caught with chemistry and biology practical papers yesterday.
According to Busia county commissioner Ahmed Omar, the four students taking exams at Saint Mary’s Buhuyi secondary school in the Butula sub-county had the guides for the practical papers on their phones, which were confiscated to aid in further investigations.
Interestingly, the incident occurs at a time when the education cabinet secretary has prohibited the use of phones in examination halls in order to prevent exam leakage by rogue school administrators who may collaborate with invigilators.
While investigations continue to determine the source of the exam, the commissioner has assured the suspects that they will continue to sit for subsequent exams, but under strict security.
He has also promised that the four will be arraigned in court to face exam cheating charges as soon as the DCIO collects sufficient evidence to pursue the matter in the justice system.
The Busia incident has now been added to a long list of approximately 80 cases reported from various centers across the country.
This happens as Magoha denied reports that some exam papers were leaked across multiple examination centers before the deadline.
He stated that if an exam leaks, it means that the students have the exams well ahead of the process. This could be several days or even a month ago, as it used to be.

Magoha said that cellphones are not permitted in examination halls and that only two will be permitted for emergencies.
The two phones, according to the CS, will be those of the center manager and one of the officers.
