Public Service Cabinet Secretary (CS) Moses Kuria has revealed potential plans by the State to transform approximately 1,500 rural-based polytechnics into branches of the National Youth Service (NYS). This announcement came during his appearance on Citizen TV’s JKLive Show on Wednesday.

Kuria mentioned that the proposal, subject to approval by the Council of Governors (CoG), emerged from discussions with CoG Chair Kirinyaga Governor Anne Waiguru at the conclusion of the three-day Cabinet retreat in Naivasha.

During the interview with Show Host Jeff Koinange, Kuria elaborated on the plan, stating, “Around 1,500 polytechnics are going to be branches of NHIF. These young men will be assigned there and they will be working with other youth in the village and use available infrastructure to build their skills.”

Additionally, the CS took credit for his role in ensuring the success of the recent NYS recruitment exercise. He claimed to have devised a robust strategy for a transparent process. “I actually gave a formula and instructions to recruit at the ward level based on population density. I am the first person to do recruitment fairly and equally based on a scientific empirical formula,” he asserted.

Kuria further explained that he utilized census data to assess the population density in each ward, allowing him to allocate the appropriate percentages of individuals to be recruited from those wards.

“We have got the population density as per the census for every ward, and then I assigned them some percentage. Math is my forte, so I told them no…this particular ward has this density and these are the people,” he explained.

He emphasized his proactive approach by giving a pep talk to recruiters and sending governors, senators, and lawmakers to ensure the process’s integrity. Kuria added, “I also called the President to go public on the same because we made a deliberate decision that 80 percent of the youths who go to our disciplined forces will come from NYS.”
